There's a thread over on the U.S. forums talking about the 45 second cooldown on the priest spell, Silence. More specifically, it asks the question, "What justifies a 45 second cooldown on the SPriest silence?". So, what does justify it?
Justifying the 45 Seconds
Well, it's pretty obvious that there's going to be a lot of debate about this. People are bound to compare this ability to other classes' abilities, such as: counterspell, spell lock, or perhaps even death coil or polymorph.
Interrupts are powerful!
The key to remember here is that an interrupt/lockout ability is very powerful. Combine that thought with the utilities that all priests wield, you simply can't believe that a spammable (or nearly spammable) silence is justified. World of Warcraft already has enough spammable spells that take control away from the players: polymorph, death coil, fear, etc...
Don't homogenize the classes
Additionally, it would be unwise for Blizzard to homogenize the classes. SPriests are not the masters of crowd control. They provide some crowd control while also being able to slowly kill their enemies. And while killing their enemies, they're healing and regenerating mana for their party!
SPriests are unique in that ability, and adding in a more spammable silence would be overpowering. Which would lead to whining and inevitably nerfs. No, a more spammable silence is not necessary. 45 seconds is not even a long cooldown, it's definitely sufferable. Ask a shaman how they feel about their elemental totem cooldowns someday.
